Diamond Cutting is a process using a lathe to cut through a layer of paint and small amount of metal on the wheels face.  This leaves a highly reflective polished metal finish.  This can be identified with the same effect of the back of a CD disk.

​

Wheels are then laquered to seal the finish for keeping it looking new for longer.
